About the project:  Himbhoomi – the computerisation of land records in Himachal Pradesh started as a replica of existing Record of Rights (RoR). This unique software automatically keeps land records. The software is under implementation in 12 Districts and 77 Tehsils. The software will update the data of 19,352 villages in the state.

The computerisation of land records in Himachal Pradesh has been a massive exercise over the last 20 years. The Himachal Pradesh Government, India has introduced the software named ‘Him Bhoomi’. The state is taking lead in e-Governance by launching a big computerisation and application of IT and IT enabled services. The Him Bhoomi software helps in the streamlined maintenance of land records. The charges fixed for getting certified copies of RoR are very nominal, which has resulted in a large number of land owners of the state, who are taking RoR copies through Tehsil centres and Citizen Service Centres-LMK. The citizens need not be in their own District/Tehsil or Panchayat. They can take it from any LMK Centre for any village. The revenue being generated at Tehsil centres is ensuring that cost of infrastructure and technical manpower is being met thereby ensuring it sustainability in the long run.

Scope of case study:

This kind of practice is very valuable in terms of keeping the records in place with a long lasting impact on procedural activities and achievement of the objectives as well as introducing user friendly terms and techniques.
•LokMitra Kendras (LMK-Citizen Service Centres have been authorized to issue certified copies of ROR
•Data available in decentralized tehsil server is being accessed by central web interface to disseminate copy of Jamabandi and Shajra Nasb through Citizen Service Centres at Panchayat level. So when one gets copy of ROR it is always latest copy as available in Tehsil Server. •Owner given a unique identification within a village/hamlet
•Land broadly categorized as cultivable and uncultivable. Cultivable further into two types namely; rainfed and irrigated.
• Designed to extract Irrigation sources information and holding size based data.
• Integration of Registration with Land Records Data.

Value proposition:

• Anytime Anywhere availability of Certified copies of the RoR
• Achieve standardization in record writing and record keeping.
• Jamabandis were hand written by Patwaris and legibility was a big drawback. By computerizing the land records Jamabandi, Shajra Nasb and all related documents are now printed in a standard format and computer generated output is more legible.
• Easy access to Land Records for common citizen.

Characteristics/uniqueness:  The computerization of land records has resulted in:

• Owner is given a unique identification within a village/hamlet
• Land broadly categorized as cultivable and uncultivable. Cultivable further into two types namely; rainfed and irrigated.
• Designed to extract Irrigation sources information and holding size based data.
• Only State to have computerized Shajra Nasb (genealogy tree) which acts as index for the RoR (Jamabandi).
• Data available in decentralized tehsil server is being accessed by central web interface to disseminate copy of Jamabandi and Shajra Nasb through Citizen Service Centres at Panchayat level.

Learning from the Project:  All revenue officials are imparted training on Land Records SW at the RTI Institute during their induction. So they are well versed with the SW once they join their job. Regular supply of trained officials ensures that the computerized solution continues. So far minimum 3 daurs (15 years plus) of Jamabandis are available for 20,000 villages of the State. Availability of this data in computerized form itself ensures its sustainability and technological changes will only necessitate SW upgradation in times to come.

Challenges/ Limitations: Nakal Tatima (Map) is not available at present. Process of digitization of maps is in progress. As soon as that is complete, copies of Tatima (Map) will be available.

Account of the beneficiary: KritikaMakhija Bio: Pre-Primary School Coordinator, HVB Academy, Marine Drive, Mumbai, India, a CSA Awareness Program Volunteer says, “My experience during the Child Sexual Abuse Session held by CHILDLINE at school will be etched in my consciousness for a long time. With fervent team members from CHILDLINE and support from the principal of HVB Academy, Marine Drive- Mrs. Pathak, we were able to conduct this session with children from grade 1 to grade 4. I strongly believe that the use of flip charts and visuals were very effective and will have a longer lasting impact on the children. Apart from sharing concepts on safe and unsafe touch with the children and having them understand and respond to the sensitive subject of child sexual abuse, this session was an eye-opener and learning for the teachers and staff of our school.”
